The primary disadvantage of this approach is that it is not able to incorporate community residents to fulfill community vision. Indeed, the critical factor to decide community sustainability is whether the community is able to attract the participation of local residents. A community should take advantage of people’s expectation on future development to train the public ability of local participants to stimulate its community consciousness, based on the local characteristics of the community. This thesis uses the case study approach to explore the community partnership of Tieban Village,Nangan township, Matsu County. The author intends to observe the establishment and operation of community partnership through primary groups of partners, such as central and local officials, opinion leaders, resident representatives, and other related organizations. By in-depth interviews as well as group meetings with the selected stakeholders, this study is able to catch the development planning process which consists of the participation behaviors, their interactions, and mutual influence within the community. The study finds that the most important problem of sustainable development in the community is related to the degree of the diversification of understanding the three critical indexes: the economic benefits, social securities, and environmental influence of preserving, employing, and reviving the local resources. Indeed, the establishment of community partnership must start from reducing the diversification of understanding the indexes among different groups of participants. It is necessary to use local resources to form effective strategies to raise the degree of participation and communication.
