A STUDY ON LIEN CHIANG COUNTY’S DISASTER PREVENTION AND RESCUE SYSTEM

My study mainly discusses the current difficulty of operation through the disaster prevention and rescue system of Lien Chiang County.
The research methods are document analysis and comparative analysis. I compare the disaster prevention and rescue system policy in our country, in America and in Japan.
This study also includes the process of “Hai Tang typhoon”, sea and airplane disaster, and major disaster that Lien Chiang County handles based on the three dimensions of Policy analysis, Intergovernmental Relations and Statutory measures.
Therefore I can analyze and conclude the questions and suggestions of the current disaster prevention and rescue system of Lien Chiang County.
Finally I proposed some suggestions in order to improve and make more effective the Lien Chiang County’s disaster prevention and rescue system.
The results of our research find that there are some imperfection in current Lien Chiang County’s disaster prevention and rescue system. Against the discrepancy identified, I brought up the following suggestions including policy analysis, Intergovernmental Relations and statutory measures.
1. Policy analysis: (1) disaster prevention and rescue management must be responsibility-orientated. (2) strengthen the functions of disaster prevention and rescue commission. (3) enhance the prevention and rescue of sea disaster, fire accident and explosion. (4) integrate the mobilization and preparation of defend to whole people and civil disaster prevention and rescue organization. (5) quickly establish disaster management response information and decision-making system.
2. Statutory: (1) add and revise “local government relief work responsibility minimum personnel and the relevant human affairs expense prioritized subsidization” rules. (2) add and revise “regional government and China disaster prevention and rescue area cooperation” rules. (3) add and revise “Lien Chiang County’s disaster prevention and rescue” rules. (4) replace relief fund autonomous rules with flexible and more efficient administrative rules.
3. Intergovernmental Relations: replace overlapping-authority model with inclusive-authority model from central to local authorities’ disaster prevention and rescue operational organization.
