Whether the PL Design can meet the requirements of the psywar will impact the effect of message transmission. Focusing on the PL design of U.S. Army in the Gulf Wars, there is a need to explore the visual communication design (VCD) on PL design. This research has applied the literature review to collect the categories of the main subjects of PL and the key factors of VCD. Moreover, this research has analyzed the PL design of US Army on text structure, graphic symbols, color, lay-out design and the difference in different wars by means of the quantitative data analysis. The findings are that PL is the implement of administration propaganda on VCD, which has features of complicated-message transmission, high credibility, and faultlessness communication. Based on its subject, PL of US Army can be categorize into six propaganda issues, i.e. In-group/Out-group, Inevitability, Legitimacy, Nostalgia, Bandwagon, and Self-preservation or Self-interest. There are five key factors of PL design, which are text, photos, graphics, illustrations/comics, color and lay-out design. The main principles PL design of US Army in these two wars are headline with text, images with comics, iconic signs with symbolic signs, color printing with graphic and text design, formal balance with suggestive visual guidance. To view the difference of PL US Army on VCD implementation in “War types”, “Lay-out design”, and “Propaganda topics” through the Chi-square Test; besides hypothesis rejection by no apparent difference of balance theory in PL design, the rest 9 items in War types have been achieved support. On PL Lay-out design, besides hypothesis rejection by no apparent difference in color lay-out, the rest 8 items have been achieved support. On Psywar Propaganda topics, besides hypothesis rejection by no apparent difference in implement of gutter (space-left technique) and theories on balance and visual direction, the rest 6 items have been achieved support.
