For this reason, corporations usually hire more staff and equipments to shorten customers’ waiting time, but it costs corporations too much. A better way to overcome this problem is using appointment policy for managing capacity. Appointment policy is a very common application in service business, especially in medical service. There are some papers using simulation technique for appointment policy research. But this paper tries to build an evaluation model of appointment policy in queuing theory and a general angle. The results show that average waiting time will rise when general customers’ needs approach general customers’ system capacity. So corporations must notice that general customers’ needs approach critical points may aggravate the problem of bad service quality.
