This plan can create the whole competitiveness of commercial circles and offer the business environments that make people joyful. This plan is to improve and promote the quality of service by the consumption environment of spontaneity. And then create a requirement space that can satisfy the resident and visitor daily life function. This research adopts the analytic approach of the historical materials, collect relevant documents and cases that our country developed about image commercial circles and Shop Street, as the follow-up reference of questionnaire design and theoretical foundation studied. And also adopt Holsti (1969) Reliability Measuring, Fuzzy Delphi Method (FDM), and Fuzzy Analytic Hierarchy Process, etc. Utilize above-mentioned analytical methods to build and construct the performance appraisal procedure of commercial circles. And take Shinkuchan Business Cluster of Kaohsiung as an example, Apply this commercial circles to the performance appraisal procedure in order to make a description of the feasibility and contribution of the performance appraisal procedure. This result of study also adopts the way of case compares. Take Shinkuchan Business Cluster of Kaohsiung for a case of Business Cluster Reformation., and Yuansu Yuchu Commercial Zone as a contrast. Analyze the management performance of Shinkuchan Business Cluster of Kaohsiung. In order to make up the important indicators of development of commercial circles by document retrospect. Also combine Fuzzy Delphi Method (FDM) and Fuzzy Analytic Hierarchy Process, Develop execution procedure of the performance appraisal procedure of image commercial circles and provide the reference basis
