碩士 === 立德管理學院 === 地區發展管理研究所 === 94 === The performance evaluation of the scenic area’s capital investment is essential to review the operating performance of the scenic area entirely. This study uses the concept of enterprise performance evaluation, in accordance with the concepts of Balanced Scorecard and Resource-based theory, to structure the performance evaluation’s framework in scenic area. Moreover, the applications of Item Analysis, Fuzzy Analytic Network Process (FANP), Analysis of tourist satisfaction, and Cost-Benefit Analysis establish the procedure of the performance evaluation of the capital investment in scenic area. Furthermore, on the basis of Hu-Tou-Pei Scenic Area as the subject of the case study, its operating performance will be evaluated, and then the analysis of operating strategies will be proceeded. This study not only establishes the procedure on the performance evaluation of the capital investment in scenic area, but also combines Fuzzy Theory and Analysis of Network Process in order to develop Fuzzy Analytic Network Process; as a result, the great deal of uncertainties on the performance evaluation can be solved. And also, the utilization of Cost-Benefit Analysis reviews the relationship between investment tactics and operating performance, in order to find out the solution of improving resources effectively. Last but not least, the analysis of investment cost and marginal utility is used to understand the outcome of every leisure activity resource’s performance growth; consequently, the above analysis is consulted in accordance with the strategic decision making of Hu-Tou-Pei Scenic Area’s operation strategies.
