The huge progress of informatics technology recently, combine with the evolution of internet GIS and also the development of component GIS which have alter the trend of specialize information system that fulfilled specific requirements. Therefore the creation of both the desktop and also mobile GIS following by the steps of such improvement is only nature and also only matter of time. So, GIS provide service to many usages and also by several platform, such as PC, PDA, internet and smartphone, too. At the mean time, such revolution change the price of using GIS from noble to civilian, the popularity of GIS have been become invertible. With the add of improving function of wireless communication, to reach a goal of mobilized and also near real time information system didn’t require huge server and also sophisticate coding at now a day. Commanding center of police the mission dispatch served as the central nerves connect and also data collecting functionality by spreading the informatics system toward the police routine mission command and also dispatching during the emergency situation. To establish a prototype system of serving such goal for revealing the exact infrastructure requirement, facility, and also professional requirement from the operator is the prime goal of this research. With a real operational mini scale system that plan into the mission dispatch that we can reveal the hiding problem in advance. After a systematic review of the testing result then the entire and complete routine function of the system could be sketched, since the functionality test have been carry out by the means of truth case testing with mini-scale prototyping system and makes the system interface much more mature and complete. Due to the complexity and specialty of the police mission dispatch, and also the unpredictability/irregularity of the emergency events, this brought out an important issue of having intact guideline before the establishment. As the result, any possible wrong doing of human resource and also budget allocation could be lifted by the prototyping system. Therefore, to build up an idealize prototyping system that also serve as the keystone of the future real establishment is not only important to the project but also bearing a great value in academia research in regarding to the multiple field combination and also the total solution offering.
