Currently one of the significant factors for those countries which have successfully developed more sophisticated information system is derived from the opening policy and explicit system of government to be able to offer a good environment for information system. Besides the technology development the coordination of policy is indispensable for constructing an excellent and perfect information system. An efficient performance measurement should be based on the management system of openingness, full participation, adaptability, responsiveness, and learningness and pay attention to the design, research and development and application of performance criteria thus could meet the enthusiastic expectation that supposed to be given to the people by modern public sectors which are engaged in management works at the same time. Therefore it is the indispensable tendency to observe policy promotion in the model of performance evaluation of entrepreneur management on the part of policy promotion effectiveness. This article will utilize the concept of balanced score card(BSC) to classify evaluation criteria into four catalogues of budget, user, information flow, and learning growth and calculating the weight of each index by Analytic Network Process (ANP) to aim at the evaluation of geographic information system which is promoted by county and municipal governments and to submit corresponding policy for reference to regional development of Taiwan area.
