The MOICA supported by the government is as a tool of Internet ID that has a valid identification as a real ID card and to be a legal right. This article is to present the solution with MOICA that key is included as a tool to identify the status and the signature in voting. In this application of the ballot, we apply the MOICA combined with Hash Function and the technique of the Blind Signature to make obvious improvement in the security and the speed of the counting and announcing the ballots of an election.
The procedure of the election is fully based on the process of Taiwan’s relevant electoral regulations. We hopefully present this solution to make the electronic voting schemes become more realistic in terms of Taiwan’s electoral environment.
