Enterprise should maintain the adaptive and flexible strategy to face the dynamic competition environments. And the buffer strategy is seen everywhere in adaptive and flexible management strategy. The purpose of buffering in the management is to make the system protect the flexible space in buffering, or can protect or reduce the damage received while facing making a variation of the system. If enterprises, in management and administration, can protect and set up the flexible buffer, once the external world changes, will not be influenced by the fact that very great either, the development that but can be steady. The past research focused on managing leanly and regarded the buffer is waste and increase the cost. The purpose of this paper is to think that if can consider the environment that is in, will buffer and set up in the key place, contribute to the improvement of whole systematic efficiency. This paper finds the buffer activity that has already existed in the environment from manufacturing, project management, supplying chain maagement, knowledge management and etc. Firstly, the paper will summated the buffer activity in different management strategys by induction, and then adopt Theory of Constraint and its buffer method to manage the ones that solved in management activity for buffering the dilemma and misunderstanding set up. Finally, based on the Theory of Constraint, the paper will proposed a generalized buffer strategy to fit-in the different management strategy as we discussed above.
