碩士 === 嶺東科技大學 === 國際企業研究所 === 94 === Abstract This paper adopts dynamic game-theory by offering an approach of modern economics to analyze the two division of environmental preferential model and policy preferential model according to the quality and quantity traits of investment of transnational corporations. Where the preferential level of invested environment contrast to the most advantageous policy of host country under a complete information of game-theory. Also the improvement of invested environment reduces the level of foreign capital preferential policy and evidence found in the Hi-tech industry of transnational corporations of environmental preferential model. While noticeable imperfection revealed by the foreign preferential policy of host country as refer to the leading stage of environmental preferential model in the transnational cooperate Hi-tech enterprise. Hence, to propose a improvement on the working areas of invested environment of foreign capital legislation and system integration, enlarge the input of basic facilities, and further more to promote the reformation of host economic system as well as fulfilling the maintenance function of fair market computational mechanism.
