The methodology is firstly design and setup of a device and its control system. In order to understand the feasibility of using the bad material in compacted paving blocks, a series tests, such as axial compression, absorb water and swelling submerged in water, are carried out on a laboratory in different process of curing temperature. Results showed that the paving blocks have been enough strength for use during short time by proposed method of this study. Then analyzed the effects of the heating temperature in different heating method, the results indicated that blocks had maximum compression strength by microwave heating with heating energy 850W after 3 days curing agent. Therefore, considering environmental and economic objectives, the ratio of cement to mudstone to BOF slag is 1:1:1 was proposed. For using the ratio and microwave heating process to compact blocks, bricks have compressive strength exceeding 241.51 kg/cm2 ,and it is up to 1.2 and 1.7 times higher than those of without heating blocks and concrete pavement blocks.
