The enterprise enhances the competitive ability of the international division of labor and the global logistics business patterns to reduce all costs. The international logistics and the supply chain structure become more and more complex under this situation of global manufacture division of labor. Only though the international logistics service provider can satisfy the demand of the highly customization and lower logistics cost of transnational enterprise .The supply chain integrator-fourth party logistics service provider (4PL) is providing this great task . Owing to the construction of the decision-making model was based on highly customization service of 4PL’s criterion in this research, we would take advantage of this to satisfy the preference of the shipping service performance of the consigner to make out the transportation solution. This decision-making model mainly divides into two modules and follows three steps to operate. First, each 3PLs were evaluated by using the criteria of the supply chain performance in logistics by preference weighted module, and consigner can decide the weight of each routes using the Analytic Hierarchy Process(AHP).Second, consigners can set up the proportion of objectives between transportation value and transportation cost using a multi-objective decision model. Finally, the best transportation solution would be made out by the simulated annealing algorithm in network transportation route. The findings showed that this decision-making model can simultaneously look after both sides advantage in logistics outsourcing and independent decision-making, and displayed service characteristics of the highly customization of the 4PL.The consigners would be satisfied with the varying extent preferred solution by preference weight and the objective weight adjustment. This model provided the choice elasticity for the transportation solution to deal with the 4PL decision-making problems of collaborative transportation and its preference.
