Many organizational thesis points out that organization is an organism. In order to survive in the environment, the organization needs to wholly or partially adjust itself. Therefore, restructuring is an inevitable process of the organization development. It is also a necessary method to maintain the life of the organization.─ educational organizations is not different from business organizations.
According to chih ching chen, the relationship between nation, society and other organizations is authoritative.（chih ching chen: july, 1998）. The laws formulated to achieve a nation’s education policy, in a certain degree includes the attempt to control or entice. The laws such as private school law, high school law regarding organization of private high school regulate the establishment of private school education system and the design of private school’s organization.
There are differences between private and public high schools. Students of public high schools come automatically, however private schools need to develop its distinguishing feature to attract students. For a long period of time, public schools obtain a huge amount of educational resource at the same time private schools obtain a very tiny amount of support. Hence, it is important how private schools make itself distinguishable and how the government should distribute the educational resource to take the rights and interests of private schools students into account.
The research attempts to achieve the following purposes by discussing related theories of restructuring and interviewing: Discover the problems and difficulties of private high schools’ reorganization; propose possible restructuring methods for private high schools; achieve continuance goal by establishing its characteristics and competitivity through restructuring. Then provide advice to related personnel according to the result of this research.
By interviewing, understand the problems of each and all private high schools. The persons being interviewed all believe private high schools need to be restructured, the role that the government plays needs to be adjusted as time pass by. However, reorganization is limited by current law. If the law can be loosen up a little, it will be beneficial to reorganization. In other words, restructuring is highly related to how the law loosens
