| Summary: | 碩士 === 開南管理學院 === 公共事務管理學系碩士班 === 94 === Since “Drop out” has been seen as relevant to adolescent aberrant behavior all the way, the problems of drop out students have been familiar and care about in present society. By many research testified, drop out is indeed the highest factors of adolescent attending to the gang. To avoid drop out problems may be deteriorated into a criminal behavior, some departments of government such as the Ministry of Education (the M.O.E.), the Ministry of Justice and the Ministry of the Interior are eager to build up a common consensus on this issue and to construct a broad network of multi-level structure of prevention drop out problems. According to the several of requirements of drop out students, we expect that government can offer properly services so as to reduce the problems of drop out and descend the social cost.
In response to the concern about drop out problems from the social, the M.O.E. proposes decisive policy and service system. After when the Substitute Service has been to practice in 2000 and the Alternative Service Enlistees of Education have served on the school campus, especially the M.O.E. draw up the Alternative Service Enlistees who have education profession background of “teacher certificate of junior high school and elementary school” to involve helping the job of drop out consultant. This study aimed to explore the role and function of the Alternative Service Enlistees of Education when they served on consulting drop out students, evaluating the efficacy of the Alternative Service Enlistees of Education in which assisting in finding and consulting drop out students. This study chooses the Alternative Service Enlistees of Education for consulting drop out students and the manager of the industry of alternative service of education in MiaoLi County. This study mainly utilized depth interview in qualitative and secondarily adopted questionnaire survey in quantity. Finally, this study offer specific recommendation to provide the reference for the Alternative Service Enlistees of Education, the manager of the industry of alternative service of education and other units. The research results are as follows：
A. Alternative Service Enlistees of Education for assisting drop out students should have sufficient professional training basis before serving their duty on job.
B. Government institutions should construct an integrated professional inspection system of assisting drop out.
C. Government institutions should construct an integrated connection system of social welfare source.
D. Social worker should be usually established in the school.
