This paper intends to deliver a systematic process for choosing the appropriate factors that may change the habitat for aquatic vegetation and animals. The river condition ecological index (RCEI) is introduced through the modified Delphi method. About 30 experts gave their opinions to formulate the structure of RCEI. First layer is described by the biology, habitat, water quality and hydrology terms. And the second layer offers 15 terms to denote the details of ecological properties around the river regime. The embankment, groundsill and retaining work are selected as the typical type of river works in the analytic hierarchy process (AHP). Except the experts mentioned above, about 100 graduate students from different universities answered the AHP questionnaire. Both the experts and students give the same result that the “habitat index” is the most important property for river engineering. This shows that the concept of ecological conservation is transferred into the restoration and creation of bio-diversity. 6 significant terms occupied more than half of weight among the 15 terms at the second layer. It is the guide line for managing the river engineering. This paper uses three types of river works for general purpose to illustrate the process to find the factors affecting the river condition, and to establish the AHP analysis ranking the weight of factors.
