碩士 === 義守大學 === 管理研究所碩士班 === 94 === In recent years, the unbalanced labor supply and demand has resulted in a lack of domestic basic labor for many public constructions. In response to the problem, the council of Labor Affairs (CLA) decided to open up Taiwan’s job market to foreign workers and announced the policy of introducing foreign workers for significant economic construction projects strating from December 2003.Therefore,many foreign workers have been introduced to the construction of Kaohsiung Mass Rapid Transit System.With that, however, it initiated the problems about salary exploitation and conflicts of work and life management. Finally it even grew rebellions and strikes. The purpose of this research is to explore and analyze the problem of foreign workers on the construction of Kaohsiung Mass Rapid Transit System through approaches of deep interview and questionnaire survey. The points of research are as below: Examining the achievements of related research on the issue of introducing foreign workers separately from dimensions of wages、public security and on. The Second, secondary material analyis: Making good use of statistic data of related units and organizations (including human resources investigation、manpower utilization investigation、salary and productive forces investigation etc.)to analyze the conditions of wages、employment and unemployment. The third, interview with units concerned: Visiting responsible official enterprise superintendents、trade union cadre and manpower agencies to collect their opinions about the influence of introducing foreign workers. The forth, questionnaire survey: Analyzing the data of questionnaire survey by tools of statistics such as average value and regression analysis to explore various opinions about the influence of introducing foreign workers.
