The investment and manufacture of Military factory is protected by the policy and manufactured without considering costs, needs dive large resources to maintain it, many significant investment and source often can’t callback and become Sunk Cost. However, the "Policy Task " of military factory is gradually decreased in nowadays, and the "Privatize Task " is constantly rising. With the change of armament system''s formation and environmental, military factory must comply with the current of the times, and develop the unique competitive and business principles. And evaluate and manage military factory as internationalize and industrialization''s method to keep the advantage of competition. If we want proceeding industrial management in military factory, the biggest challenge is how to look after both production efficiency and quality''s promotion. The document of research in Military factory performance, due to the limits of business environmental, is very less in previous years. Therefore, by analyzing military factory manufacture performance and policy to find the efficiency between business activity and manufacture, then as the reference of the further efficiency production and tactic and cost control is important. However, the core source, management performance, resource allocation tactic relation and so on problem of defense industry has not yet deepener inquires into and exert. The research is acting this for motivation; gather individual 13 factory cases data of manufacture in 2004 and 2005. Take Data Envelopment Analysis (DEA) to analyzing the performance of 13-manufacture task. Then, exert CCR mode, BCC mode to find out the divided efficiency and slack variable result, illustrate the research. We expect the Data Envelopment Analysis (DEA) have much application in future. Finally we bring out conclusion and suggestion, expecting each department can have deeper recognize to themselves as the performance analysis result, make Data Envelopment Analysis (DEA) can appropriately exert on manufacture performance analysis, the manager can make correct policy, and make defense industry competitive are able to raise and extent more contribution in further.
