That is because it can provide with many attractive benefit such as integrating the resources, reducing the cost, and improving organizational competencies. However, due to outsourcing activities are considerably complex and the scope is too sophisticated extensive. So, most company only consider while their subjective opinion and need are being cared. Therefore, the purpose of this paper is to establish a DEA model for organization to effectively evaluate the performance of information service outsourcing. The propose model use the response time, the attitude of the services, the professional ability, the execute time, and the quality of the service as the inputs terms. The combination of the satisfaction and the knowledge-value-added is represented as the output performance term. Then we can find out the common factors by factor analysis. All outsourcing services are grouped according to the service project budget, the manpower composition and the service project characteristics by the cluster analysis. We hope to find out the common characteristics of outstanding information service to explain the difference in inputs and outputs. In the empirical analysis of DEA model, the results compared with the long term satisfaction of the outsourcing project representation indeed reflect the real situation. Hence, this study results can provide the summary index and improvement suggestions to the executives of the outsourcing performances. In addition, it can provide suggestions on resources reallocation, and to analyze the relationship between performance and outsourcing service characteristics. This implies that the proposed DEA model is a good way for performance evaluation and improvement under correct selection of inputs and outputs.
