ABSTRACT
This study was a qualitative research that utilized the application of balanced scorecard to develop the indicators of operative performance appraisal for Taipei City BEITOU Sports Center. The study was conducted through semi-structured interviews, analysis for the literatures, and strategic planning to gather materials. Next, data triangulation was used to analyze and explain the data. Here comes out the conclusions:
The strategic theme of financial perspective was to build a stable financial groundwork, which included one target, two lag indicators, and one lead indicator. The strategic themes of customer perspective were satisfyingly consuming experience and popular relationship, including five targets, eight lag indicators and four lead indicators. The strategic themes of internal business-process perspective are thoroughly service procedures, completely customer management, developing effectively creative procedure, healthily and safely social responsibility, including eight targets, six lag indicators and nine lead indicators. Learning and growth perspective strategic themes are superior working group, improving and learning organization, including four targets, three lag indicators and four lead indicators.
