German society during the late 19th century was influenced by an economic depression, which made social concerns more aggravating. In addition, the socialists threatened the capitalistic class and the government constantly. In order to solve these problems and threats, Bismarck (Otto von Bismarck, 1815-1898) set up a system of social insurance in the 1880s. Though the insurance system did not really set out to help laborers, but the system did to a certain degree improve the laborers’ lives. Bismarck resigned as prime minister in 1890, and since then the social insurance system has been modified constantly.
