Each institution, following the regulations stipulated the Ministry of Finance, reports the credit information of their accommodators and sends it to JCIC regularly for consolidation and establishment of debtor/debtee relevance data. The inconsistency of transmission time in each organization, however, impedes JCIC to complete consolidation on time and further provide solid credit information when inquired by financial organizations. Such glitches may easily lead to errors in the credit reviewing process, creating unjustifiable opportunities for creditors and hence contributing to the increasing bad debt rate among most of the financial services organizations in recent years. This study sets out to address the issues stated above and proposes to replace the existing transmission mode of JCIC with SOAP messaging from a real-time credit exchange scheme based on Web Services. By doing so, financial services institutions will be allowed to provide real-time credit information to JCIC, strengthen their risk control capabilities, lower bad debt rate and enhance profitability. In summary, the study demonstrates the results of using XML and Web Services to: (1). Integrate loan transmission schema (2). Create and provide real-time credit information; (3).
