In past when we used the same method to improve environmental problem,we actually simultaneously erased partial special character- istics of business area or markets,and the atmosphere of trading area or markets were changed. Therefore the aim of this study was “To improve exterior environment of the streets in Wufenpu Market without erasing its special characteristics.”We integrated studies understand Streets, In-Between Space, Behaviors of Street Users, Improvement of Environment. And then we comprehend the composition,the special characteristic,and the atmosphere of Wufenpu Market by observing environment and interviewing the users inWufenpu Market. Finally by overall assessments and analyzes that were included the three discussions: theories (In-Between Space), contexts,and technics (laws and regulations, structure),we proposed the concept of "Flexibility Framework "to improve the colorful and various streets in Wufenpu Market. We reinspected how Flexibility Framework works in the theories ,contexts,and technics. The results of this study was that Flexibility Framework is rule of exterior of Wufenpu Market by assessing and analyzing. Flexibility Framework was the concept which we can make the complex context the biggest possible by the most simple method.
