Because of the challenge of outside environment, Taiwan footwear industry constantly adjusts its constitution .Besides processing enterprise organization revolution, Taiwan companies invested to China consider that China is their overseas production base, because they can get cheaper resource to keep on their advantage of the global business. Taiwan companies which establish sole or three enterprise lead china managers and employees automatic developing themselves is good for enterprise developing organized citizen behavior. According to scholar’s approach, it’s important to increasing productivity that employee devoted to organized citizen behavior, so enterprise emphasis on organized citizen behavior. Now business management procedure emphasis on the role of leadership, so more and more approach indicate that leadership type affect led-people behavior. It is important that leader should sufficient develop the potential performance of led-people. Trust play a noise factor in the interactive procedure between leader and led-people. Due to economic and political and social environment difference in Taiwan and China, China employee’s work principle established through trusting managers. Because of this reason, we approach that weather china employees to their manager of cognitive trust is a noise to manager leadership type and organized citizen behavior. This approach bases on managers exchanging-leadership and transforming-leadership as variables and cognitive-trust as a noise and organized citizen behavior as a correspond variable. Our purpose is to study the china employees of enterprises in China to their manager trading-leadership and transforming-leadership and through employees to their manager cognitive-trust and because of different leadership type generate different organized citizen behavior. This approach investigates by questionary, samples random chosen 25% by 801 basic managers in the cdstar group(included 2 Factories in china),so answer objects is 193,effective samples are 190,effective retrieved sample rate is 98.45%.statistic analysis is adapted by factor analysis, variable correspondence and layer regression analysis. . The result of this approach indicates that 1.employees in china is not related to managers leadership and organized citizen behavior generating by employees, and 2.employees in china to muti-correspond variable that managers cognitive-trust to managers leadership types is positive related. According to above approaching, this approach suggests that 1.strengthening different leadership type to different employees is good to generate organized citizen behavior, 2.managers must play a catalyzing role in the organized citizen behavior.
