It was analyzed that the number of doctors increased in the past five years flowed to the metropolitan hospitals and academic medical centers. Most of doctors went to academic medical centers. Since the National Health Insurance Bureau implemented the “Global Budget” in 2001 and the global budget was not big enough, the ones that could not defeat the large-scale hospitals were fought for the remaining small budget. The result is that the medical service of the Local Community Hospitals and the Physician Clinics was great influenced relatively. It made the part of Local Community Hospitals reduce rapidly because of being uncompetitive. In this study, we investigated several National Health Administration policies: 「care for clinic together」, 「plural medical care alliance」, and 「medical juridical association」. The factor of the open policy of Mainland China on the management of medical institutions is also considered. Taiwanese medical institutes or corporations were permitted to invest China’s medical institutions in April, 2006. We survey the related literature and expert interviews to develop the questionnaire. There are 107 questionnaires received from dialysis clinics. It is almost half of total dialysis clinics (49.77%). The questionnaire is also send to local community hospitals as a contrast suggestion. The findings are as follows, 1) Support the governmental policy of strategic alliance of medical institutes. 2) There are more than half of returned questionnaires showing that they were not aware of the new revised medical juridical person of the Medical Care Act in Chapter three. 3) Support concept of co-clinic. 4) Support the open medical institution policy in China affecting the competitiveness of Taiwanese medical institutions.
