People take part in many outdoor recreation activities while they are free. However, these activities might affect the nature, especially, when they are in natural areas. Since Shei-Pa National Park locates on alpine area, and it is not easily accessed. Many recreational activities in national parks are different from these in other areas. The purposes of this research are distinguish visitor’s environment consciousness to find out about their cognition to environmental management regulation, and then to build a model on environment impact and management regulation. Due to environment impact and management regulation having not yet been set, few studies on this issue were found. In order to understand the above agenda, this research take questionnaire survey on holidays and non-holidays, 374 valid questionnaires were collected. A “focus group” seminar on experts is arranged to cross-verify the model, which is build through confirmatory factor analysis on environment impact and management regulation. The environment impact model is formed through three constructs: ecological environment, social physiological and facility management. The management regulation can be divided by two constructs direct and indirect management. There were several findings from the result of analyses. First, due to the environment’s resistance on alpine area is less than other lower areas, management regulation must be different. Second, inappropriate behavior of visitor on recreation use would cause major impact on environment. Third, a model on environment impact and management regulation has been built through confirmatory factor analysis. Fourth, questionnaires from visitors and seminar from experts both agree that indirect management regulation would ease off environmental impact on alpine area.
