However under the objective environment current situation, the sugar company to the sugar cane and land reforming is imperative, but majority of still had many development bottlenecks to the sugar cane land, but affected the sugar company land the effective utilization. In this research will be in later the township governs the land area approximately 982.38 hectares which the sugar company month eyebrow sugar factory will have control over primarily, and by the historical law collection historical data took the research material, in addition will link up depth by the questionnaire survey and the place inhabitant to obtain the result appraisal the material, the entire paper will do research a comprehensive in the land use and the place industry developing process and under the question overhead construction. Anticipated research results: First, the Houli township is the typical agricultural villages and towns, the agricultural resources is rich, however along with the Houli township one, two levels of industries gradually transforms two,three levels by service industry, the leisure industry and so on three levels of industrial primarily industries condition.
