Cellular Automata is the theory utilizing the regional characteristic to be the regular, and determines the changing state of next time through the definition of the reciprocation of every status. The purpose is to achieve land-change simulation in order to control the reference controlled as the environment. The most apparent one is the expansion situation of the building area in the urban change problem, if its expansion action can be combined with a changes function, it will help with simulating urban change in the future. And achieve the purpose inferences city develop. The aims of this research most are stress on the transform rule to land-use, such as Economic theory, Gravitation model, Fractal theory, etc. The main object is to the verification of the theory and realistic development. It is less to transform rule establishing about land-use of present situation. This research is to combine the characterization of neighborhood character which is offered by CLUE-S (Peter ,etc. , 2004 ) model, and carry on the setting-up of CA land-use changes way. Study in the method, using the local spatial autocorrelation to quantize and describe the original phenomenon, and for the influence weight of every regional space autocorrelation coefficient through the calculation which every factor unit turn into the momentum, in order to get the regional change probability based on Macro scale. The final purpose lies in revising the way of Macro with Micro, build and construct the CA land-use changes model according to logical rule, regard C ++ procedure as the tool conceived in practice finally. According to the simulation result of this research can get the important conclusion as following: 1, Is it Characterization of neighborhood characteristic method carry on newly-increased building area correlate with land-use classification of the present situation description of characteristic to use, need the calculation in order to build the space ranges of finished area , the two of newly-increased building area carried on characteristic coefficient, can obtain proper description which is Characterization of neighborhood characteristic. 2, the simulation achievement shows that the method the sturdy made could achieve 57 percentage similarity for simulating the urban development. 3, Change of the present situation of land development way that urban land consolidation is often rapid and a large. Influence must to include the neighboring area produces the drawing areas, such as region development constrain. 4, the result shows the phenomenon that the city expanded from core to suburb, its expansion action transfer from clustering to at random.
