In this paper, there are six features: (1) The GPS/GSM positioning system can overcome the serious error at indoor and get the solution without suitable base stations. In this paper, we construct the systematic approach with fuzzy theory to identify which environment should use GPS and which environment should use GSM positioning system for location. (2) We improve the error of GPS with fuzzy theory using the reliable factor. (3) We provide a new numerical method to analyze the errors of GPS. (4) We provide the hybrid TDOA/AOA location method to estimate user position. (5) We use neural network to analysis the hybrid TDOA/AOA method with different error parameters. (6) We improve the error of GSM with fuzzy theory using the reliable factor. (7) Finally, this paper discusses the advantages and disadvantages in various positioning techniques and the proposed new approach.
