However, the growth of utility rate on expressway brings a large number of traffic flow, and cause congestions and incidents. This research is probe into CMS on urban expressway. It analyzed traffic data to establish an automatic incident detection (AID) method, and display the detection result on CMS on expressway mainline. To establish AID, this research use Fuzzy Logic Control algorithm and set three traffic characteristics between upstream and downstream detector and one characteristic of downstream detector as input variables. The Fuzzy Logic Toolbox in the MatLab program was used to calculate and test the fuzzy logic controller. Therefore, traffic control center can identify incident happens automatically and instantly, and expressway user can detour early to avoid incident and congestion.
