The untraceable Mainland Chinese in Taiwan have become illegal immigrants, which pose potential and factual threats to national security, social stability, sources of social welfare, and social structure. In order to ensure national security and border control, law enforcement administrations have been strictly examining the applications filed by Mainland Chinese for admission of entrance into Taiwan. Although county and city police administration have attached more importance to the control and management of the unsettled Mainland Chinese based on “Regulations Governing the Registration of Unsettled Population”,“Regulation Governing residence Registration Investigation and Check”,“Regulation Governing the Inspection of Entrance for Mainland China Citizens”, the number of untraceable Mainland Chinese in Taiwan has been increasing constantly. This dissertation adopts document analysis and in-depth interviews as its method of research. It also bases its theoretical structure on “System Theory”and “Push and Pull Theory”in exploring such subjects as current situations of Mainland Chinese in Taiwan, current problems and the impacts on national security, social order and economic security. In the face of further travel restrictions lifted for Mainland Chinese to Taiwan, some related measures and strategies must be adopted in advance in order to ensure national security, promote economic welfare, maintain public security, and protect public interests. The conclusions of this research are as follows: Ⅰ. The difficulties in verifying Mainland Chinese: With some existing facts such as frequent changes of residential registration, a growing number of residents to be inspected, heavy workload, etc., make it difficult for police administration to fulfill their management and inspection over Mainland Chinese. Ⅱ. Diverse authority: The related management authorities in police precincts include the Investigation unit, Detention centers, the Mainland Affairs unit, the Public Security unit, the Household Registration unit and the General Affairs unit. Without a unified and specific unit to take charge all of the affairs, administrative efficiency is less than expected. Ⅲ. Increased false guarantee cases: Because that more and more cases of false guarantee for Mainland Chinese occur, current laws should be amended to increase responsibility and recognizance as to prevent the emerging situations. Ⅳ. Low desire of detecting anti-intelligence clues: Due to police strength insufficiency, diverse missions and lack of incentive, the police officers have low desire to detect anti-intelligence clues. Ⅴ. Build up necessary initiatives to confront the situation of Mainland travelers to Taiwan: After the travel restrictions for Mainland Chinese are lifted, it will be a great challenge for national security and public interest.
