With the rising of public opinion, the regulation of building a new solid waste landfill is becoming restricted. Under the conditions for a new location of a solid waste landfill is hard to obtain, the author of this thesis compared both foreign and domestic regulations of solid waste landfill. The results of this thesis are then expected to be helpful when a solid waste landfill is to be constructed practically and reasonablly.
For maintaining the safety of a solid waste landfill effectively, the author of this thesis made a pioneered work for building a domestic leakage monitoring system based on the ground current leakage. Such a system is to be applied to TA-YANG regional general solid waste landfill of King-Men County. With the aid of a reverse analysis program provided by OYO Application Geology Co. Ltd., Japan, the leakage location can be determined correctly such that a contingency or emergency can be treated in time. Hence the degree of acceptance for building a solid waste landfill for the people in Taiwan will be increased.
Besides building a leakage detection system for a solid waste landfill, the author of this thesis also establish a network system for remote communication. Such a network system has the capability to perform on site monitoring and reverse analysis at the same time. Remote monitoring and controlling can be achieved by the EPA, the county or city government and the academic groups. Therefore, the future management of a solid waste landfill in Taiwan will tend to be conscientious.
