The domestic market of dispatched work is forming and shaping a mature labor market. Besides,the government emphasizes the advantages of dispatching labors continu-ally. It ignores improving not only the labors’ condition in working, including the situa-tion, hours, and injuries, but whether the non-typical employment taken effect by many enterprises conflicts with the laboring laws. As a labor union which is a united organiza-tion consists of labors, its goals and authority are bound to influence the structural rela-tionship between labors and capitalists. It stands for the labors to negotiate with other associations in order to solve the controversy of two parties, and get balance.
