碩士 === 大葉大學 === 人力資源暨公共關係學系 === 95 === n recent years, facing fierce competition in international environment and also for the influence of labor flexibility, the enterprises often use the dispatched services to re-duce the employment costs and maintain the competitive advantages. The domestic market of dispatched work is forming and shaping a mature labor market. Besides,the government emphasizes the advantages of dispatching labors continu-ally. It ignores improving not only the labors’ condition in working, including the situa-tion, hours, and injuries, but whether the non-typical employment taken effect by many enterprises conflicts with the laboring laws. As a labor union which is a united organiza-tion consists of labors, its goals and authority are bound to influence the structural rela-tionship between labors and capitalists. It stands for the labors to negotiate with other associations in order to solve the controversy of two parties, and get balance. Under this background, the labor union’s exact attitude toward dispatching labors is a main point of searching in this thesis.
