Datum was collected and analyzed in terms of literature review and questionnaires survey. Discussed literature included domestic and foreign reforming transformational leadership, group dynamics and school organizational effectiveness. The questionnaire was mainly provided to Nantou County city 27 elementary schools' department deans, department assistant deans, homeroom teachers and non-homeroom teachers. Of the 322 samples, 297 were valid. Effectiveness rates are 92%. Finally, the questionnaire survey material carries on the t test, One-way ANOVA, two-way ANOVA, and the simple Multiple-Regression. Based on the material analysis, research results as followings: 1. Sex and different education levels of the educators in the elementary schools did not show significantly different in the level of principal transformational leadership. The differences of sex and the period of service of the educators in the levels of elementary schools of consciousness school group dynamics were not significant. Sex, duty, and education level of the educators in the elementary schools of consciousness school organizational effectiveness were not significantly different as well. 2. Age, duty, and the period of service of the educators in the elementary schools did not show significantly different in the level of principal transformational leadership. Differently, age, duty, the levels of education, and the school scale were significantly different in the levels of consciousness group dynamics and in the levels of school organizational effectiveness. 3. Each constructs of transformational leadership and the school organizational effectiveness were significantly correlated. Also, each constructs of group dynamics and the school organizational effectiveness were correlated. 4.
