Taking the implementation of System-oriented Model as its structure, this study aimed to analyze how teachers from different background comprehending the differences about the implementation of Grade 1-9 Integrated Policy. The survey included questionnaires and in-depth interviews, which were utilized to acquired and examined data. First, “A Study of Teachers' Perceptions toward Implementation of Grade 1-9 Integrated Policy in both elementary and high Schools” was distributed. This survey included two versions of questionnaire: teachers’ and principals’, respectively. Among the returned questionnaires, 934 questionnaires were valid. Then, all data collected through the questionnaire were analyzed by statistical methods such as descriptive statistics, independent t-test and one–way ANOVA. Moreover, in the aspects of interviews, seven teachers were interviewed face to face, and six teachers were interviewed via E-mails. Findings were summarized as follow: 1. Elementary and Secondary school teachers’ perception of the current situations about the Grade 1-9 Integrated Policy in Taoyuan was index input at medium level、the process parts above medium level、 the outcome index at medium level. 2. The Elementary and Secondary school teachers’ perception of the current situation about Grade 1-9 Integrated Policy in Taoyuan County effected in terms of gender, schools, the level of educational background, present job status, years of service, school sizes and locations of school. 3. Most of teachers supported teachers’ professional growth programs, but the overall satisfaction is only about 10%;. Furthermore, most teachers worried about students’ learning motivation. 4. There was a positive recognition about the implementation of the school-based development. From the interviews, it was empty talking in junior high school because of the pressure from advancing to a higher school. 5. Most of teachers supported the idea of revolution, but it was too difficult to carry out, because it did not take parents’ mind and teaching practicability into consideration.
