Due to the rapid rise of the health insurance expenditures indicates the accessibility of the medical resources as well as the need for medical services. However, this situation also implies the anxiety of medical resources being misused. Therefore, the Bureau of National Health Insurance carried out a reformation of the expenditure systems, such as fee for service, capitation, case payment and the “Global Budget”. The major purpose were not only to effectively control the continuously increasing expenditures, but also gives considerations to the public health and rights of people. Consequently, the system derives a new type of payment that is, the pay-by-quality system. It encourages the medical service apparatus to cooperate in taking care of the patients. Therefore, the patients can obtain the best service quality, and the country can reduce the expenses and other related medical resources. The data of this research is based on the Bureau of National Health Insurance data in the National Health Research Institutes. It contains the patient’s personal information, hospital information, outpatient services and hospitalized information as the analysis resources. The objective of this study is to consider the circumstances of the diabetic using medical resources and other related factors. Moreover, the result of this research could provide a reference for medical personnel in reducing the medical resources and costs, as well as for every diabetic to possess the integrity of medical services.
