The development project of sewage system in Taiwan is one of the major public construction projects from now on. In the sewage system, pipeline project is the key one owing to its construction cost is relative high. The budget of sewage system from 2002 to 2007 is about 65.5 billions NTD, but its schedule is tight. Therefore, the schedule and cost control is very important to succeed this project. Based on the evidences from on-going pipeline projects of sewage system, it is very clear that if the important characteristics, e.g. site geological conditions, underground conduit locations and real traffic status, were not considered carefully in the planning and design phases, they will delay the construction phase of the projects. These circumstances usually result in extending original schedule and increasing initial budget. Through examining real cases, the purpose of this study is to determine the key factors that delay pipeline projects or dominate project cost. These factors are important to succeed future similar projects.
By using the methodology of case study, this study examined fifteen real cases that have contractors to execute their projects. This study analyzed the encountered problems in the construction phase and then located the delay factors that result from behind schedule or changing construction methods. Study results show that “moving existed conduits,” “site geological investigation,” “construction planning report,” “traffic investigation,” “license application for road excavation,” and “pre-construction conference” are the key categories in order. Besides, this study also examined the construction budget reports of the same cases to establish the cost structure and to find key elements in the structure. This study has found a reasonable range for each key element. The research results could be useful for reviewing the construction feasibility of pipeline projects in the planning and design phases or before real construction in the future.
