Internationally, energy service companies are growing fast in response of the raising energy price. Domestically, the government is now beginning to adopt energy management and pay attention to the development of ESCO because of raising electricity cost, the signing of the Kyoto Protocol, and the needs of economics development. According to research data, the market potential of ESCO for commercial sector is about NT$20.6 billion per year, and that includes NT$2 billion for office buildings. Because of such demanding market, this study uses office buildings as the case study to analysis the development of ESCO in Hsinchu city. This study used office buildings which were licensed during 1990~99, filtered with principles from survey as case studies. By surveying usage, energy consuming facilities, and device development level, this study has estimated maximum energy conserving of NT$16.17 million. Continuous evaluate the investment of such energy conservation scope, the investment is estimated NT$126.09 million, and that includes the improvement on lighting and air conditioning system. With reasonable electricity management and monitoring measure, the average investment return time is about 7.8 years, and that concludes the development of energy service companies.
