With the demands for development, the coast exploitation is inevitable, but excessive development, however, brings irreversible impacts, tilting the balance of ecological system while ruining the resource in the geographic environment. The municipal Hsin-Chu is located by the Taiwan Strait to its west. The municipal Hsin-Chu government has recently launched a tourist campaign to promote its 17km-long tourist coastal corridor, with a view to educating the public about ecological tourism and coastal resource. This wetland in this area is the largest in Taiwan. Besides, with the internationally recognized Ramsar Convention having officially included the Shiang-Shan Wetland into the “East Asian Waterfowl Conservation Network”, the importance of keeping a balanced ecological system on this wetland becomes even more significant, and the question on how to achieve a balanced point in coastal land use between the natural environment and the economic benefits of the society, along with the approach for its spatial allocation, will be an important issue for the decision-making on the coastal developments in Shiang-Shan area.
