Summary: | 碩士 === 中華大學 === 行政管理學系研究所碩士班 === 94 === License lease of the motor carrier industry is a decades-old and island-wide problem in Taiwan. Such a business type has its social and economic origins. However, to what percentage license-leasing shares in the whole industry, how serious the problem has been, and why it still exists nowadays all have never been known completely. All of those questions mentioned above bring this research.
This study surveys all motor carrier firms located in Taipei County, Yilan County, Hualien County, and Keelung City, which are all within the jurisdiction of Taipei Motor Vehicle Supervision Office, Directorate General of Highways, Ministry of Transportation and Communications. Interviews with the senior members of the motor carrier industry’s association and an in-depth analysis of related government regulations are also launched. All these efforts lead to realize thoroughly why the license lease has originated and how the government supervises the industry.
The data analysis reveals the current problems in the motor carrier industry:
1. Due to government’s strict requirements, the difficult access to large parking space booms the license-leasing between the self-employed vehicle-owners and the company-owners.
2. More than 80 percent of the motor carriers are license-leasing. The ambiguities in the terms of the lease contract signed deteriorate the problems between the self-employed vehicle-owners and the company to which they affiliate.
3. The company-owners have to pay annual vehicle fuel fees up to 1.97 times as much as the self-employed vehicle-owners. The gap even reaches 4 times as much in the insurance fee for the voluntary third-party liability.
4. The business of company-owners has been plummeting considerably due to the conduct of self-employed vehicle-owners through license-leasing.
Based on the above findings, this study brings some policy recommendations for the government’s references while modifying the regulations of the motor carriers:
1. Regularizing the lease-terms so that the company charges some reasonable administration support fees, meanwhile it is completely responsible for the managements of the affiliated vehicle-owners.
2. Making insurance-purchases compulsory for the affiliated vehicle-owners to ensure their capabilities of covering as far as possible the losses, either persons or goods, in cases of traffic accidents.
3. Limiting the license validation so as to examine, when expired, whether the existing conditions of the carriers are still in agreement with the government’s regulations.
4. Enforcing the on-the-job-training programs for all the derivers of the motor carriers to upgrade their competence and service qualities as well.
5. Enhancing the functions of the industry’s association for more satisfactory self-disciplines from within.
