As the cost of RFID has been continuously decreased, it is going to affect the technology of human life in the future. Yet its security issue is the major consideration whether RFID will be vastly adopted. In order to prevent the personal identification (ID) being illegally falsified and to strengthen personal ID recognition and authority, government has already issued the new-type personal identification to replace the old one. The new-type ID has included 21 kinds of counterfeit prevention and identified design. In addition, photograph image is stored into ministry database to combine with current household register data to expand the range of application and function. However, outside of new-type ID is pressed seal thus people is unable to change address directly on the address column after moving. Instead, they need to re-apply for the new card, which is not only consuming time and also increasing the cost. The main purpose of this study is to improve the inconvenience of new-type ID replacement when data changes. The method is to adopt the RFID technology which is to insert data into the RFID tag. We only need to modify the data of tag whenever data change. Since RFID tag is used for data access, how to prevent the personal security and privacy has become the issue.
