On the other hand, even the non-profit organizations like hospitals are finding themselves necessary, in the competitive markets, to assess the full implications of their investment in new technology. Chung Gung memorial hospitals have long been investing in IT infrastructures, and claim that Chiayi branch as the first e-hospital in Taiwan, so in this thesis we case study the relation between IT investment and the service performance in each of the five Chung Gung branch hospitals. As the IT investment includes system expenditure and labor cost, and the hospital service performance is defined as the patient-days summed by outpatient and emergency visits, thus the linear programming model called data envelopment analysis (DEA) with multiple inputs and outputs is ideal to evaluate the associated relative efficiency in each branch hospital. Then the linear regression is used to see how IT investment affects hospital service performance. This study concludes that Taipei branch hospital owns the best service performance during the periods 2002 to 2004, and as stated as “paradox” in literature, this research does not show any noticeable correlation between IT investment and hospital service performance.
