When the opposition party, Democratic Progressive Party (DPP) defeated KMT to hold the office in 2000, it inevitably has to build up its business ties and pursue stable economic development. How have DPP managed the relationship with its old partners? Or the other way around, how the environmental groups have adjusted its relationship with the upstart comrade? The caprice in the policy of constructing Su-Hua Highway resembles the hard adjustment of such relationship. It is a typical pork-barrel policy that the ruling party set aside a national budget to attract votes in local election. Yet the construction work would have great impacts on the environment and thus encountered strong opposition from the environmental groups. DPP chose to comply with the pressure of votes by betraying its old comrade. When it found the highway policy alone was not sufficient for it to win local election, it withdrew its support on the construction budget and came back to amend its relationship with the old friends, the environmental groups.
