In recent years, China has been trying to implement the technological policy of autonomously setting technical standards. As such, they hope for the role of the user and follower of the technical standards to change to that of a standard maker and competitor. During this whole process, why did China’s manufacturers, enterprises and technological policy makers choose to develop the policy of autonomously setting technical standards, and what is the background behind the R&D? How are the state of relations between state and the organizations that help promote the technical standards, and that of the enterprise and manufacturer? It is this series of questions that this study hopes to explore and answer. So, according to these questions, the purpose of this study is as follows: 1. To understand the background and environment of the policy being used to develop the autonomous setting of technical standards-TD-SCDMA. 2. To discuss and establish the process of the R&D, technological diffusion of TD-SCDMA, as well as the mechanism and organization leading to this development. 3. To analyze the impact of the state on technical standards development, the circumstances on which interaction takes place and the different types of interaction that occurs between states and the enterprises of standard R&D and promotion, when China develops TD-SCDMA. At the same time, the study regards year 2000 as a historical borderline, helps to create a better understanding of the TD-SCDMA standards around year 2000, as well as the changes in the circumstances leading to interaction and the different types of interaction that takes place during the different stages of technical standards development. This study also looks into what had prompted China to implement TD-SCDMA wireless communication standards policy. The reasons are as follows: 1.China hopes to get rid of the role of a world factory and China manufacturer, while being able to attain the domestic market. 2.China hopes to attain bargaining power in relation to overseas patent rights.. 3.China hopes to raise her ability in terms of domestic technology and international technical standards.. 4.The backlash due to China’s joining of the WTO. During the establishment of the TD-SCDMA standards, the main source of support in terms if funding and human resource came from the state and other related scientific research programs. The leading state institutions supporting R&D are the Ministry of Science and Technology as well as the Ministry of Information Industry, while the main department heading the R&D of technical standards is the China Academy of telecommunication Technology (CATT).
