Most hospitals believe that they can increase their profits by lowering their costs, through the aid of effective control to improve the hospital profit margin. The traditional management system focused on the finance; however, it fails to assess the effectiveness accurately and it cannot be used for the hospital future guide. The “Balanced Score card” improved the drawback of the traditional system, in which its objectives and measures are the derivatives of the vision and strategies of the organization. It consists of four basic factors, which are inter-related and are equally crucial: finance, customer, internal flow system and continuous learning improvement. The implementation of the Balanced Score Card is to impose a consensus in the organization and become the standard measurement for effectiveness. The development and usage of information technology has created a vast impact on global economy and all other industrial aspects. The olden ways of increasing competitiveness by creating new manual processes is now outdated. Following the advances in electronic technology, hospitals in Taiwan are adapting strenuously to fully integrate all the resources in the hospital, improve the internal management efficiency and competitiveness with the goal to stand superiority in future. Problems and conflicts occur when hospital decides to develop their own software or authorize the “Executive Information System, EIS” or the “Balanced Score Card Information System”. During the processes of development, discrepancy happens between the managing and IT department, especially in the analysis of requirements and needs. This results in the failure of the information system. The purpose of this study is to provide a better analysis method in developing the ‘Balanced Score Card Information’ system by using questionnaire survey to assess the requirements and planning and to attain the following goals:. 1.Serving as a reference for Hospital’s Balanced Scored Card Information System function and flow Chart. 2.Elevating the level of the Balanced Scored Card Information System to support decision making. 3.Integrating total medical resources management activities. 4.Using the questionnaire survey to investigate the weakness of system analysis.
