With the influence of E-commerce and mature Internet applications, the US started using the electronic voting machines for the presidential election in 2004. Considering our country’s efforts in “absentee voting”, traditional voting system is certainly to be replaced by the electronic system. The aim of this thesis is to manifest how to utilize the government’s resources effectively to make mobile voting system possible. Therefore, we adopted “citizen digital certificate IC card” of MOICA as an available analysis for electronic voting, which integrates the RSA Public Key. Furthermore, we developed a mobile voting system to combine theory and practice. This thesis can serve as a reference of future electronic voting plan for the government.
