And they have temporary supply chain characters. The members of supply chain integrate always in order to product “only-one-time” operation project. There are many core problems exist inside the supply chain such as delivery time delay, cost, quality and the dispersion of construction design responsibility. To construction industry, having the experiences of supply chain is the first time facing consumers’ habits changing and developing conditions. It needs higher quality and shorter cycle time. It depends on each different organization relationships. More and continuous competition makes the members of supply chain share each responsibility. It needs to re-check and make sure mutual relationships between each members of the supply chain model. The research tries to use a systematic method to finish the research of analysis and design of the supply chain operation model. According to the Supply Chain Operations Reference Model,SCOR Model of Supply Chain Council,SCC in 1996, used this model to be my foundation. and research the application of the Supply Chain Operations Reference Model,SCOR Model. At the same time, also research the supply-demand buying behaviors of upper structure suppliers of Taiwan high speed rail C260 stake from Steel、Steel tendon、and concrete. The research use the Dynamic Simulation soft program of “SIMPROCESS” try to assisting establish a hierarchical model in order to do the evaluation of Supply Chain Operations Reference Model. We collect every factors and reasons about damaging the Supply Chain Operations Reference Model and clearly the problems of Supply Chain Operations Reference Model. We try to provide the developing simulation method to display the whole model’s buying process and supply-demand behaviors.
