Healthcare family members enrolled in the program can get their own family physician. This study takes Sea-line Area in Taichung County as Examples. To come up with recommendations for the healthcare policy by exploring the affecting factors of primary care physicians participating in “National Health Insurance Pilot Project of Family Physician integrated Care System”. This research`s objectives include: 1.To understand the view of primary care physicians on current situations. 2.Exploring the affecting factors of primary care physicians participating in “National Health Issurance Pilot Project of Family Physician Integrated Care System”. 3.To review “National Health Issurance Pilot Project of Family Physician Integrated Care System”and to come up with recommendations for the healthcare administration authorties in future policy makings. This study is done by visit survey and by mail questionnaire survey. 139 questionnaires were sent out. 95 responses were gathered. After excluding those with ambiguities, the valid sample includes 90 respondents. The response rate is 64.75%. Primary care physicians in this study, 33.3% of the respondents participat in “National Health Issurance Pilot Project of Family Physician Integrated Care System”. Results of this study: After analyzing the views expressed by the respondents, we found 9 policy factors, 4 environmental factors and 4 clinic factors, 17 in total, significantly correlate with the issue whether primary care physicians participate in “National Health Insurance Pilot Project of Family Physician integrated Care System”. Using factor analysis, the factors are scaled down into 5 major aspects. After confounding physician factors such as physician age, gender, whether certified as a specialist, annual income and practice pattern were controlled, the analytic results indicate there are significant differences between the issue of whether primary care physicians participate in “National Health Insurance Pilot Project of Family Physician integrated Care System”, and the structural factors of practical finance and patient`s medical visiting behavior. Suggestion of this study: 1. Medical policy Ⅰ.Establish a referral system. Ⅱ.A stable policy. Ⅲ.Encourage people to join the program. Ⅳ.Establish the information security. Ⅴ.Integrated policy. Ⅵ.Continue Authentication of family physician. Ⅶ.Monitor patient`s medical visiting behavior. 2. Hospital management Ⅰ.The shared information of refferal patient. Ⅱ.Make good use of the shared caring period. 3. Suggestion of method Ⅰ.Take hospital doctors as samples. Ⅱ.Increase response rate by visiting Primary Care Clinics.
