Besides﹐this study wanted to explore the differences between human management and school effectiveness in personal variables and school environmental variables. Finally﹐it tried to analyze the relationships between human management and school effectiveness. Methods adopted in this research were questionnaire suvey. The researcher designed a “Questionnaire for Investigation of Human Resource Management of Primary Schools and School Effectiveness”as the tool of the study. Six hundred and seventy nine participants were randomly selected from thirty public elementary schools in Taichung City. The effective samples were 460. The data were analyzed by using the methods of statistical analysis﹐t-test﹐one-way ANOVA﹐and multiple stepwise regressions. The major findings were as follows: 1﹒The current situations of human resource management and school effectiveness in elementary schools were all above average. 2﹒There was significant difference in human resource management among the teachers’ background variables such as sex、age、teaching experience and teacher’s abbacy. Especially male teachers、the seniors and teachers with administrative affairs had better performance. 3﹒There was significant difference in school effectiveness among the teachers’ background variables such as sex、age、academic degree、teaching experience and teacher’s abbacy. Especially male teachers、teachers with master degree、the seniors and teachers with administrative affairs had better performance. 4﹒There was significant difference in human resource management among school environmental variables such as years and school size. Especially the schools which had been founded for 21-40 years and teachers in the public elementary schools of below 12 classes had better performance. 5﹒There was significant difference in school effectiveness among school environmental variables such as years and school size. Especially the schools which had been founded for 21-40 years and teachers in the public elementary schools of below 12 classes had better performance. 6﹒In conclusion﹐the correlation between human resource management and school effectiveness was positive. Besides﹐human resource management could predict the school effectiveness. In the end﹐based on the study conclusions﹐this study has made some suggestions to the educational administration authorities﹐elementary schools﹐teachers and future studies.
