From this background, the present paper considers special policies and preferential treatments in Bounded Zones and the different development types and functions of these Bounded zones. The issues that the problems and difficulties encountered in the development of Bounded Zones and how these problems arise will also be covered. 3.By considering the strength and weakness of the Bounded Zones in China as well as the problems encountered in development and by referring to the development experience of other main Free Trade Zones in the world, this paper will constructs an objective model of transforming the Bounded Zones in China into Free Trade Zones and will positions their functions as well. Taking “Shanghai waigaoqiao Free Trade Zone” as example, this paper will also interpret the effect of the after-transformed large Free trade Zones on the economies of China and neighborhood area. 4.Analyse the model and possibility that China and Taiwan, by connecting the Free Trade Port Zones of Taiwan with the post-transformed Bounded Zones in China, jointly build Cross Strait Free Trade Agreement under the frame of WTO.
